International Association of Oil & Gas Producers (OGP) RP 471: Oxy-arc Underwater Cutting Recommended Practice – Feedback required

IMCA has recently been advised that the OGP Diving Operation Sub-Committee (DOSC) has opened a comment and feedback period for the OGP RP 471 – Oxy-arc underwater cutting recommended practice, Chapter 11 Training Requirements. We understand that OGP has identified that stakeholders, in seeing this recommended practice mature, have identified some key areas of challenge that could be easily addressed if this section were to have better a description and some additional recommendations. Key areas of concern have been noted as:
  • Course instructor qualifications are too vague and do not reflect a real competency measurement to be gauged;
  • Established periods of course minimum time are too regimented and should allow for flexibility, so training providers may adjust for logistical reasons;
  • Utilization of open water training should be considered for those training establishments that do not have a tank;
  • Topside cutting practice can be a challenge, due to regional fire prevention and air pollution restrictions.
The DOSC has elected to open a 1 month review and comment period for interested parties to make recommendations to the members of the original Oxy-Arc Cutting Workgroup that developed the recommended practice. The DOSC respectfully request that those interested parties use the attached comment review sheet to provide comments to the committee. RP 471 is available for download from OGP’s website at publications.ogp.org.uk/?committeeid=41 IMCA will be preparing a consolidated set of comments to provide feedback to OGP. Any comments should be sent to Jane Bugler by 13 November 2013, so that they can be included in the IMCA response.
